well by rank i mean what rank of shinobi can learn them :/
like genin, chuunin, jonin, kage blah blah blah

yeha but i meant like should they also be limited to there village and then if they live in outlaw (since outlaw village has no starter jutsu) they can have all types of jutsu?

IDK how to make scrolls...

......... i REALLY don't want to do this for every single jutsu, so i say we just wing it and make up a price for the rank of the jutsu on the scroll when someone asks for something XD

We could do it in categories for example

Elemental scrolls: 500 ryo 
Summoning scrolls: 1000 ryo

(this is just an example not the real thing adjust as needed)
